The forum Reddit began to appear messages from smartphone owners who have not received a new OS. The company warned that the firmware would be distributed in stages and it should have taken several days, but certainly not two weeks. Most likely, the distribution of OTA was suspended due to errors in the system, but there is no official confirmation of this.

By the way, a similar situation occurred with the owners of OnePlus 6 and OnePlus 6T. The company promised to release an open beta version of the new OS for smartphones in September, but the release was postponed due to the fact that the firmware did not pass the quality assessment. At least, OnePlus informed users on the official forum about this.

Recall that with the update of Android 10, OnePlus devices will receive all the main features of the OS, including a new interface, control gestures, like in Pixel smartphones, an updated dark theme and much more.
